Chang was once a feared
and violent criminal in Korea. He was spotted by Kim
Kaphwan from a prison's surveillance footage and he wanted to use Chang's
strength "for justice". Though Chang easily broke out of prison, he
was caught by Kim and forced to undergo Kim's "Rehabilitation project"
in KOF. During this time, he befriends a fellow convict who was also caught by
Kim, Choi Bounge. Together, they initially schemed for
ways of escape but they eventually mellow out and enjoy their companions'
company -with protests saying otherwise. Because both him and Choi convinced Kim
to join the Garou Team in The King of Fighters XI, they appear in the
Garou Team's ending celebrating with them at the PaoPao Cafe.

Chang is gross. Put
some shoes on. He might be my least favorite SNK character of all time,
besides
Choi. To call Chang a halfwit is an understatement. The way he acts,
sounds, and fights is pretty dumb. I usually enjoy using
wrestlers & "big guys" in fighting games, but not Chang.
Visually, he's nothing more than a poor man's Zangief
who ate an entire McDonald's restaurant. I also never liked how the chain of his
weapon is invisible (in KOF) when he swings it around (finally fixed in
KOF XIV). It was pretty funny that players had to "use their imagination" to see the chain in the early KOF games. lol.
Besides being a blatantly "uniquely-shaped" character in KOF, I just don't see the appeal of Chang. I think the "Smart Chang"
alternate striker design from KOF2000 is actually kinda cool... and maybe they could've evolved his design to that - with Chang "cleaning up his life" and losing all that weight. He's always bored me in KOF, but his rebranding in CVS2 (with Choi as his assist attack) made sense, since they're both KOF veterans, and was easily his best
appearance.
