Lucia originated as one of the four main (playable) characters of Final Fight 3, the other heroes being
Mike Haggar,
Guy, and Dean. After a gang war erupts in Metro City, now overrun by the Skull Cross Gang, detective Lucia Morgan joins Mike Haggar, Guy, and Dean to deal with the Skull Cross gang problem. On the rooftop of the Skull Cross Gang's headquarters, the quartet fought hard to defeat and kill Skull Cross leader,
Marshal Black, throwing him into an electric generator. Years prior to her Final Fight 3 appearance, Mike Haggar cleared Lucia of a false corruption charge. Lucia was always appreciative of this. She is also an old friend to
Cody Travers.
The official Final Fight 3 artwork, Lucia is seen training at the gym with
Chun-Li,
Maki, and Guy's girlfriend, Rena. Like Chun-Li, Lucia is a detective, and even uses some of Chun-Li's signature moves, Hyakuretsu Kyaku. These facts suggest Lucia is possibly a student of Chun-Li's, or inspired by her at the very least.

Something Capcom
did RIGHT in SFV, besides having a great variety of costumes and colors, was
NOSTALGIA. Indeed, Lucia is a classic 90's Capcom character that only the most
true and diehard Capcom fans remember. Lucia's first fighting game appearance in
SFV:AE was a welcomed surprise!
Lucia's SFV moveset is dynamic and funky! She's got a cool variety of
moves, including a fire projectile that functions similarly to K'
from KOF. On that note, her moveset design feels slightly inspired from
the KOF series all around, in a good way! Lucia's got a hella cute
personality as well and some great alt. costumes! Maki
would've been cool in SFV, but it's always amazing and epic to see Capcom
bring back an old school Final Fight veteran who hasn't been in the
limelight for decades, and have them jump right in to a modern Street Fighter
title. A formula that has been working well for decades! The fact that Lucia
is probably Chun-Li's student is also a really cool tie-in
to the Street Fighter series.
