EEleven is an earlier prototype of
Twelve created by the Secret Society's Dr. Woo, produced by reforming plants rather than animals.
Urien has Eleven transform into a copy of himself to test its abilities, and causes heavy damage to it. Not satisfied, Urien tells Dr. Woo to improve it. It is later re-purposed (as in the one Urien fought as multiple others are shown in the lab) by
Kolin as raw material to resurrect
Charlie Nash.

It's about time the Street Fighter series got a proper mimic / random character... it only took 30-something years. lol.
Mokujin's been doing it in TEKKEN since 1997. It was a good idea then and it's still a good idea in 2021, I suppose. Ironically enough, the latest installment of TEKKEN (TEKKEN 7) doesn't have a Mokujin or mimic character.
Though an oddball, I always thought
Twelve was a compelling character in SFIII: 3rd Strike, primarily due to his incredible, bizarre animations and interesting playstyle. The fact that Twelve could morph into other characters was a nice option / bonus. In Eleven's case... I'd be more impressed if he could do something more than just mimic any SFV character.
A unique V-Skill or V-Trigger option where he does some kind of maneuver or attack in his original form would've been a nice touch. Overall, Eleven is a bit of an afterthought... I suppose he can be a fun character for those who play A LOT of SFV.
