Born in the UK, this cold-blooded fighter is known only as Eagle. He is a bouncer who was employed as a noble family's bodyguard during the first Street Fighter tournament. He was hired to defeat Sagat, but failed and hasn't been heard of since. Due to a few of his win quotes and mannerisms, Eagle is commonly dubbed as a homosexual, but this isn't confirmed in any canon storyline.

At first glance, Eagle can fall under the category of "generic," especially when compared to other Street Fighter characters... but overall he isn't a bad design. I mean, he was one of the first "well dressed" fighting game characters ever. I thought his return in CVS2 was pretty damn epic. Capcom did a great job bringing him up to speed, and he was actually a pretty innovative and fun-to-use character in CVS2 & Alpha 3 Max. On a side note, he very well may have inspired Mr. Big with his double Eskrima. ;)
