Raiga is a bounty
hunter who's attempting to collect a reward for the capture of Goemon.
He has supposedly been after Goemon for a long while, so I would assume
that they are supposed to have some kind of history together that SNK never
got to delve further.

Raiga is a pretty
cool "powerhouse" type character in Ninja Master's. His attire
is actually pretty cool. He reminds me somewhat of Fuuma
or even Kyoshiro with that hair. His
weapon and fighting style also seems to stand out in the game... as he has some
considerably hard-hitting attacks (including some shoryukens)! If he was fleshed
out a bit more, he could've been a really cool character I think.
