In
the original Orochi legend, the eight-headed dragon was sealed away in
a mirror after being defeated by the Kusanagi sword and the Yagami winecup.
It was then the mission of the Clan of the Yata (Chizuru's people) to watch
over it.
Chizuru and her older
twin sister are the two heiresses of the Yata clan. As the heiress of the Yata,
they were responsible for keeping the diligent seal on Orochi intact.
Eventually, Goenitz
set out to destroy the seal at the home of the Yata. Maki confronts him but is
defeated and mortally wounded. In turn, Goenitz is able to destroy the seal
and leaves with the satisfaction of a weak but released Orochi.
Before her death, Maki passes on the responsibilities of the seal to Chizuru.
She asks Chizuru to join the three clans together once again in order to
defeat Orochi. However,
the fact that Kyo
and Iori being blood rivals certainly
didn't help.
Ten years later,
Chizuru has become a successful business woman under the family name Kagura.
In secret, she kept track of the King of Fighters tournament since it
began with Geese Howard. In King of Fighters '96,
Chizuru decides to host the tournament in hopes of convincing Kyo Kusanagi and
Iori Yagami to help her replace the broken seal. When she encounters them, Kyo
and Iori protest at first, but the three of them eventually succeed in
replacing the seal at the climax of The King of Fighters '97. Later in King
of Fighters 2003, Chizuru again hosts another tournament with intentions
similar to her previous attempt. However, during the tournament, it is
revealed that Chizuru was under mind-control by a mysterious puppeteer and
member from Those From the Past, Botan.
Ironically, Chizuru
ends up using the power of the Yata mirror for the benefit of the very force
she was trying to combat and fights alongside an illusion of her sister Maki.
Eventually, she breaks free from Botan's mind control and tries to restore the
seal of Orochi, but Ash manages to
steal her powers before she is able to do so. She survives the attack but can
no longer participate in fights. For some reason, she asks Kyo's
self-proclaimed disciple, Shingo
Yabuki, to take her place in The King of Fighters XI. Even though
she hasn't participated in a tournament in a while, she keeps track of current
events and Ash's movements by talking with Benimaru
Nikaido.

Even though Chizuru
played an somewhat important role in the KOF storyline, I always found her to be kind of bland as a fighting game character. Her default outfit is mediocre
at best... and her personality is undefined (especially in the early KOF games).
Chizuru definitely has some interesting / unique mannerisms and moves... but quite a few of her special moves and supers are kind of "cheap" in more ways than one. She's still a classic KOF character and has made some pretty cool cameos in newer KOF games & media. On a random side note, her card in Card Fighters has a pretty cool
ability.
18 years after her appearance in KOF 2003... SNK finally brought here back in KOF XV. Welcome to 3D, Chizuru. It's been a really long time since we've seen you playable in a video game. lol.
